JNTUH Implementation of Biometric attendance system for the faculty, staff & students

In the meeting of Vice Chancellors with Hon’ble Dy. Chief Minister and Minister for Education the Hon’ble Dy. Chief Minister informed to introduce Biometric attendance System in all the Educational Institutions immediately. Also, the University has informed to introduce the Biometric attendance system for faculty and students in affiliated colleges while issuing the affiliation orders.

A committee has been constituted for implementation of BAS and the committee interacted with several agencies and discussed about the requirement and process of implementation of biometric attendance system. Based on the discussion held with the agencies, the committee felt that CGG can take up the project with all the requirements. During interaction with CGG, the officials of CGG indicated that they have been implementing Aadhar based daily biometric attendance system for the faculty, staff and students of polytechnic colleges in the state of Telangana. Also CGG is maintaining e-pass scholarships software and database for proper disbursement of scholarships.

Hence, the university proposes for implantation of BAS to all JNTUH constituent and Affiliated Colleges. The colleges are hereby informed to Procure and install Biometric based attendance system for online capturing of attendance of Staff (in 1st Phase) and Students (in 2nd Phase).

Further, the Government of India has made it mandatory to all biometric devices to get STQC (Standardization Testing and Quality Certification) certificate to meet the Technical Specification of UIDAI (Unique Identification Authority of India). The Directorate of STQC empanelled Biometric authentication device suppliers and displayed in their web site. The colleges are informed to procure the Biometric Attendance device which complies with the following features:

1. Integrated Attendance Device (Type – 1): Tablet: with in-built Finger Print Scanner, bar code reader, RFID card reader, WiFi, GPS, GSM with 4G/3G data connectivity, IRIS interface (optional).

2. Integrated Attendance device (Type – 2): PoS (Point of Sale) with in-built Finger Print Scanner, bar code reader, RFID card reader, WiFi, GPS, GSM with 4G/3G data connectivity, IRIS interface (optional).

The suppliers listed in STQC directorate website are spread across the country. For using their devices compatibility checking with JNTUH application is needed. Principals advised to procure only JNTUH empanelled devices.

The principals/Management are informed to procure the STQC Approved Biometric devices (either type 1 or type 2) from STQC empanelled/ certified Suppliers /Manufacturers/APTS, as per their requirement in suitable combination. The supplier should be clearly informed that the device should be integrated with CGG/JNTUH software for Aadhar linking.etc.

The principals/Management are required to ensure that the venders choose by the college must be enrolled under JNTUH.(the list of venders available in JNTUH main website )

The number of instruments to be procured is one per 120 members approximately to save time and minimize the queue at the classes. Further, RFID cards have to be issued to all the faculty, staff and students having the details of Aadhar number of the individual staff/students loaded in the card along with photograph and address printed on the card. This will enable the machine to read the Aadhar number directly from RFID and minimizes the time of entering the 12 digit Aadhar number at the device every time.

The registration of the students/staff members with the CGG/JNTUH software application and issuing RFID cards is to be completed simultaneously and BAS shall be put into operation by 17-12-2016.
