Sub : APSCHE – University Matters Section – Introduction of Bio-Metric Attendance System in all Universities and Colleges – Regarding.

While referring to the subject cited, I am directed to inform that the attendance of the students and staff is to be monitored regularly to make them accountable to the Institution and also to the Society. Reputed Institutions in the Country have been using the Bio-metric attendance system for this purpose and competing globally in the delivery of quality education.

I am directed to inform that the Government has been incurring expenditure in Crores every year in the form of Fee Reimbursement to the students and also grants to the Universities and Colleges for various purposes. The Government has noticed that the accountability on the part of the Institutions and students is not satisfactory and the result of outcome expenditure is also not upto the expectations of the Government.

I am directed to inform that the AP State Council of Higher Education is of the view that the introduction of Bio-Metric attendance is to be mandated and if necessary it shall be linked with the affiliation or renewal of affiliation of colleges to the University concerned. In this background, I am directed to inform that the Registrars of the Universities are requested to take necessary steps mandating the introduction of Bio-Metric attendance in all Universities and Colleges, with the approval of statutory body concerned and to monitor the attendance of the students and staff regularly so as to make them accountable to the Institution / Government and the Society.

In the reference cited (copy enclosed), APSCHE informed that the Government has noticed the ‘accountability of  expenditure with regard to the fee reimbursement of students and grants to Universities/Colleges for various purposes is not satisfactory’ due to lack of monitoring the attendance of Students and Staff. Hence, the APSCHE has proposed the introduction of Biometric attendance by linking the same with the affiliation/ renewal of affiliation of the Colleges.

In this connection, I am by direction, inform you to take necessary steps to introduce Biometric attendance in your College immediately  with a direct up loading facility to the University server for monitoring the attendance of students and staff regularly to make them accountable to the Institution/Government and Society.

A compliance report on the arrangements made for taking biometric attendance should be sent to the Director, Academic and Planning, JNTUK Kakinada in both softcopy (to dapjntuk@gmail.com) and hard copy.

    Hi.
    sir bio-metric system is may be good. but this is new thought,
    that’s way if you will implementation this system for freshers.

    Iwas the student of raghu engineering college please implement this system to fresher who was new to the college… Biometric system Isa not a affair issue for students…………
