The University Examination branch adds the grace marks, not exceeding 0.15% marks of the total marks to one or two subjects in which the student failed, if adding these grace marks helps the student to

i) pass in these one or two failed subjects and

ii) get eligibility to receive the degree.

These grace marks shall be added only when the candidate submits an undertaking which is duly forwarded by the Principal of the concerned college.

The University introduced Choice-Based Credit System from the academic year 2016-17 onwards as R16 Academic Regulations. As per the R16 Regulations, in the marks memo of the student, only the letter grade and grade point are shown; the actual marks secured by the student are not shown. Hence the student does not know how many marks are required to pass the subject and student cannot apply for the grace marks.

Hence the matter was placed in the XXXVIII Standing Committee of the Academic Senate Meeting under table item no.4 for the suitable directions. The Academic Senate advised the Examination branch to notify all the eligible students, college-wise, after the declaration of every series of examinations. The benefit of grace marks shall be extended to only such students who submit their application cum undertaking for grace marks. All such student undertakings must be endorsed by the College Principal.

Under the circumstances as stated above, the Vice-Chancellor is pleased to approve to notify all the eligible students, college-wise, after the declaration of every series of examinations.

The benefit of grace marks shall be extended only to students who submit their application cum undertaking endorsed by the Principal of the College for grace marks, subject to ratification by the Executive Council.

The AP Government has validated the OMR Sheets of 10 lakh candidates from sep to october in a record time span. After validating the papers, 10,000 copies of the applicants have randomly verified by the statistical team in the stratified random sampling method. Evaluation was made to ensure that there were no errors. The newly established village/ward secretariat systems was implemented from 2019. The Government is setting up 11158 village secretariats and 3786 ward secretaries across the state.

All the land and property registrations will be done transparently through the “Dharani” portal. The portal was started on 29th October, Thursday at Medchal, Malkajigiri, Muduchinthalapalli mandal. Along with CM KCR, all the officials and union leaders have participated in the inauguration occasion of the Dharani portal. Pattadar Passbook

Pattadar Passbooks will be delivered to the address of registered candidates after the land registration. Also, one can download Pattadar Passbook from the Dharani website y entering the PPB Number/Aadhar Number. The land registration process will be completed within 10 minutes without any hassle. As soon as the registration process completes, the registered candidates will be provided with temporary PPBs.

No illegal registrations

Now all the records of 1,45,58,000 acres of land have been cleaned and displayed on the Dharani portal. These details can be found by anyone in any corner of the world. One’s land is written off or changed by another under any circumstances.  Illegal registrations will not take place today. Devadaya, waqf, and forest lands are located in Dharani. But are in Auto-lock. No officer can change them.

Hassle-free Registration – No Need to Roam around Registration Office

For land sales/purchases, no one needs to roam around offices. The registration process will be completed within a few minutes after the application. The state previously had only 140 sub-registrar offices. In addition, 570 Tahsildar offices have been converted into Sub-Registrar’s offices. In past, people used to visit RGO for mutation. Now, the process will be made easier. One can book their slot on the day of their choice. Sample documents are also available on the portal as you write yourself. Document writers are not required to write. They also do not charge as much as before. There will be a fixed fee.

Registration Process – How to Register Non Agriculture Lands/Properties in Dharani Portal

If a person sells to Acers of land to another person, then both have to inform to the Tahsildar office. They have to inform the way of registration and have to pay the concerned registration fee. The mutation fee will also be very less. As per the applicant’s convenience, the slot will be booked. At the allotted slot, the applicants have to visit the office. Within 10-15 minutes of registration, the mutation will be done at the office. The land details will be deleted from the seller’s passbook and will e entered into the buyer’s passbook. The information will be immediately updated on the Dharani portal. Within 20 minutes, the buyer will get the registration papers and Dharani copy. If both are farmers, the information will be updated in their passbooks. Same as bank passbooks, the land sales/purchase details will be updated in PPBs. If the buyer is not having a passbook, he can pay the concerned fee to apply for the passbook. After the application, within a week he/she can avail of the PPB. The PPB will be sent through the post. The Passbooks will be printed highly authenticated under the Government official’s protection. No one can misuse the details of passbooks.

Registration Charges

The government has kept the same registration fees as in the past. Everyone knows what the survey number is, village and zone. Registration charges are paid before coming to the office. Sub-Registrars previously had discretionary powers. Now that power is gone. People should only pay the price fixed by the government. No bribes will work. The government will soon issue directions on measuring every inch of space in Telangana digitally. The survey decision is made and coordinates (latitudes, longitudes) are determined for them. No one in the world can change these parameters.

The Revenue Department will Work Day & Night Shifts

To ensure the guaranteed services, the revenue department will work in the day and night shifts. The Revenue Department will handle 55 different services. The department will be worked as per the guidelines of the government. No more mistakes will happen from now onwards. The land registrations will be done only if the buyer’s thumbprint, seller’s thumbprint, and tahsildar’s thumbprint present. Neither the Collector, nor the Revenue Secretary, nor the Minister has the power to do otherwise. Those who are responsible for the registration are responsible. Ward members, ministers, and MPs should all work together.

AP Govt – 30% Less Fee in Private Schools/Colleges for A.Y 2020-21

Andhra Pradesh Government after careful examination of the matter and on the recommendations – reduction of 30% of the tuition fees for the academic year 2020-21 which was allowed to be collected by the Managements of the Private Un-aided Educational Institutions and shall collect 70% of the tuition fees from parents equivalent to which they collected during the last academic year, i.e., 2019-20.

School Education Department – COVID -19 – Private Un-Aided Schools / Junior colleges – Fee to be collected from parents /students for the Academic year 2020-21-Orders –Issued.

1. The Andhra Pradesh School Education Regulatory and Monitoring Commission, proposed to review and determine the fee structure for the Private Unaided Schools and Junior Colleges in the state of Andhra Pradesh for the academic year 2020-21 and issued a notification read 1st above directing the managements of all the Private Unaided Schools and Junior Colleges in the state of Andhra Pradesh to submit relevant data in the prescribe schedules.

2. Aggrieved by the same, KAY VEE ORR Education, Mailavaram have filed a Writ Petition and the Hon’ble AP High Court in WP No. 9563 in 2020 stayed the notification for a period of six weeks initially and extended thereafter.

3. In the prevailing circumstances due to the spread of the Covid-19 pandemic, the resultant lockdown measures and economic situation and taking in to consideration of the plight of the parents who are not in a position to pay the tuition fees for their children studying in the Private Un-aided Schools/Junior Colleges, on the recommendation of the Andhra Pradesh School Education Regulatory Monitoring Commission (APSERMC), orders were issued in the reference 5th cited, by the Government directing the Managements of all the Private Un-aided Recognized Schools/Junior Colleges not to increase any kind of fees during the academic year 2020-21 and shall collect only tuition fee on monthly basis until further orders.

4. The Chairperson, Andhra Pradesh School Education Regulatory and Monitoring Commission (APSERMC) vide reference 6th cited has informed that, after review, considering the plight of the parents who were economically incapacitated, the Commission in exercise of powers under Section 9 of Act 21 of 2019 has recommended to impose a reduction of 30% of tuition fee for the academic year 2020-21 which was allowed to be collected in the references 3rd cited , and permit the managements of private un-aided educational institutions to collect 70% of the tuition fee equivalent to which they collected during the last academic year and requested to issue necessary instructions to all concerned in the matter.

5. The matter has been referred to Health Department and they have informed that World Health Organization (WHO) has declared the Coronavirus Disease (COVID-19) epidemic affecting all the regions of the World as pandemic.

6. To contain and control COVID-19, Government of India has declared Lockdown-1 from 25th March to 14th April 2020, Lockdown-2 from 15th April to 3rd May 2020, Lockdown-3 from 4th May to 17th May 2020 and Lockdown 4 from 18th May to 31st May 2020, In total 68 days of Lock down are implemented in accordance with directives issued by Ministry of Home Affairs, Government of India. The Government of India slowly started Unlocking-1 from 1st June to 30th June’2020, Unlocking-2 from 1st July to 31st July 2020, Unlocking-3 from 1st August to 31st August 2020, Unlocking-4 from 1st September to 30th September2020 and Unlocking-5 from 1st October onwards. Due to these lockdowns and slow unlocking all the economic activities have come to a complete closure and general public more so middle class and below have faced lot of hardships and financial problems due to abrupt and unprecedented stoppage of economic activities.

7. The state of Andhra Pradesh is also badly affected due to pandemic of COVID-19, in all regions of the state. As many as 9,074 containment zones are formed in the state where 1.10 Crore population live. Due to containment measures in these clusters there is a complete closure of this cluster which has not only restricted the movement of the citizens but has also led to complete closure of all economic activities in these containment clusters, which further have deepened the financial crisis already existing due to lockdowns.

8. In order to examine the matter further from the point of the view school/ college managements, Government have called for the remarks of Director, School Education (DSE) and Commissioner, Intermediate Education (CIE). The DSE and CIE while requesting for implementing the recommendation of the Chairperson, AP School Education Regulatory and Monitoring Commission, informed that the proposed reduction in the fees of the Private Unaided Recognized Schools/Junior Colleges is required and it may not affect the managements substantially as the total operational and maintenance costs, which the Private Un-aided Schools/Junior Colleges may incur for regular studies during normal days, have been definitely reduced due to the following reasons:

a) that all the educational institutions in the state were closed with effect from 22-3-2010 and that the institutions have not been reopened till now in the academic year i.e., 2020-21 and that the daily operational and maintenance costs for the school have substantially reduced,

b) that government have tentatively decided to reopen the educational institutions from 2nd November, 2020 and for a period of almost five months the schools did not function as during normal times and, to that extent the normal operation costs for the school have substantially reduced,

c) that the institutions have been directed to implement alternative academic calendar and to encourage online teaching as per the PRAGYATA guidelines issued by Government of India and as such the institutions would not have incurred substantial expenditure on instruction and maintenance all these days, and

d) that for the remaining months also the School Education department is proposing a reduction in the load of the syllabus and as such the expenditure on instructional hours would also come down.

e) that all co-curricular and extra-curricular activities in the schools have not been held all these months, and also that the operational and maintenance costs of school buses would have been bare minimal during these months.

9. Government after careful examination of the matter and on the recommendations of the Chairperson, Andhra Pradesh School Education Regulatory Monitoring Commission (APSERMC) and also in consultation with the Health, Medical and Family Welfare Department, and also the remarks offered by Director of School Education, Commissioner of Intermediate Education and Under section 7 of the Andhra Pradesh Educational Institutions (Regulation of Admission and Prohibition of Capitation Fee) ACT, 1983 (ACT 5 of 1983), hereby decided to impose a reduction of 30% of the tuition fees for the academic year 2020-21 which was allowed to be collected by the Managements of the Private Un-aided Educational Institutions and shall collect 70% of the tuition fees from parents equivalent to which they collected during the last academic year, i.e., 2019-20.

10. It is further ordered that the present arrangement is necessitated and implemented in view of the grave pandemic on account of COVID-19 and shall not be construed as an affirmation of the fee structure being collected by the respective institutions. The appropriate fee structure relevant for the full academic year and further particulars shall abide by the decision of the Commission and further orders of the Hon’ble High Court of Andhra Pradesh in WP No 9563/2020.

With reference to the subject cited above, SBTET, AP is going to conduct 5th semester instant examination to the candidates those who studied final year during the academic year 2019-20, irrespective of any number of backlogs in 5th semester which are to be commenced from 06/11/2020 as mentioned in the notification.

Further, it is informed that the candidates willing to appear for the above examinations can make the examination fee payment through any AP Online centre or through Payment Gateway (Credit Card/ Debit Card/Net Banking). For this service, AP Online centre/Polytechnics operator will collect Rs.15/- from the candidate per hall ticket for Normal and Late fee and Rs.25/- for Tatkal. The candidates are informed to approach the Polytechnic where they studied along with the scanned copy of their photo, if there is any discrepancy in Photo, so as to send the same for uploading in the server. The candidate can generate the hall ticket directly by making payment through payment gateway (i.e. Debit Card/Credit Card/Net Banking). The eligible candidates can make the fee payment by any of the above methods and obtain hall tickets to appear for the examination. The candidate has to obtain the signature on hall ticket from the concerned Head of Section/Principal before appearing for the examination. (Note: Before remitting the fee, the candidate shall ensure his eligibility status, since fee once paid cannot be refundable under any circumstances)

1. Acceptance of examination fee does not provide any right to the candidate to demand for the issue of hall ticket
2. Detailed Time table of examinations shall be communicated in due course.
3. Examination fee must be paid through payment gateway ie. Debit Card/Credit Card/ et Banking for all Diploma subjects.
4. The dates mentioned at serial No VII are the dates by which the board should receive the inputs.
5. Fee once paid will not be refunded or adjusted under any circumstances.
6. Eligible Physically Handicapped candidates can generate hall tickets through Polytechnic HLCs.
7. A student who is not eligible and appeared the examination in any other reason shall forfeit the examination fee paid.
8. Detailed instructions of Examination fee payment are enclosed with this notification.
9. The Polytechnics can add the eligible candidates details to NR through HOS login with <ADDNR> button after thorough verification.
10. The URL for online fee payment module is http://apsbtet.net/dofpportal for the students studying in the Polytechnics in Andhra Pradesh.

అమల్లో సి-16 స్కీమ్‌ (C16 Scheme Eligible For Instant cum Advance Supplementary Exams)

ప్రస్తుతం డిప్లొమా కోర్సులు చదువుతున్న విద్యార్థులకు 2016 నుంచి సి-16(కరిక్యులమ్‌-16)స్కీమ్‌ అమలులో ఉంది. సాధారణంగా ఆ విద్యలో ఐదేళ్లకు ఒకసారి కరిక్యులమ్‌(సిలబస్‌) మార్పు చేస్తుండడం జరుగుతోంది. సి-09 తర్వాత 2014లో సి-14 కరిక్యులమ్‌ ప్రవేశపెట్టారు. అయితే సి-14లో ఫైనలియర్‌ విద్యార్థులకు ఇండస్ట్రియల్‌ ట్రైనింగ్‌ను పొందుపరచలేదు. దీంతో సాంకేతిక విద్యాశాఖ 2016లో అర్ధంతరంగా రెండు సంవత్సరాలకే సి-14ను రద్దుచేసి సి-16ను అమలు చేసింది. ఈ కరిక్యులమ్‌లో 6 నెలల ఇండస్ట్రియల్‌ ట్రైనింగ్‌ను తప్పనిసరి చేశారు. దీనివల్ల విద్యార్థుల్లో పారిశ్రామికపరమైన నైపుణ్యాలపై పట్టు సాధించే అవకాశం ఉంటుంది.

ఇక సప్లిమెంటరీ పరీక్షలు ఉండవు (There is Supplementary Exams From Now)

వచ్చే ఏడాది నుంచి అక్టోబర్‌లో నిర్వహించే సప్లిమెంటరీ పరీక్షలు ఉండవు. మేలో జరిగే ఇన్‌స్టంట్‌ కమ్‌ అడ్వాన్స్‌డ్‌ సప్లిమెంటరీకి విద్యార్థులందరూ హాజరుకావచ్చు. నూతన పద్ధతిలో జరగనున్న పరీక్షల విధానంపై విద్యార్థులకు అవగాహన కల్పిస్తున్నాం. ఈ విధానంతో డిప్లొమా విద్యార్థులందరికీ మేలు చేకూరుతుందని భావిస్తున్నాం.

  • Part-A : 1st Question is mandatory covering all the syllabus which contains seven 2 marks questions for 14 marks with atleast 2 marks of question for each of the six units.
  • Part-B : 4 Questions out of 6 Questions are to be answered with each carrying 14 marks .
