since u r a govt employee u need to enroll like a part time PhD candidate. even if u clear net with jrf u can not do full time PhD directly unless u get a spl permission from the dept where u work. as mentioned by other frnd u r eligible to apply PhD without university entrance test. all u need is to find a better guide professor from ur subject and ask him/her to make u as a PhD student and apply directly to university. u don't need to worry about jrf. its useless for u. its only for full time students.
Good morning Simm…..Actually am a govt school teacher in tamilnadu, i have a doubt after Receiving the e- certificate than only we can enroll for Ph.d am a right or not, and am selected only for Assistant Professor not for JRF,
U can apply even without certificate…. As part time candidate….but check with the college or university where u apply whether the guide is having vacancy…as u have cleared net and set… U will not have entrance…. JRF is for full time candidates…… I think….

Do we need experience??how many years required to get placement in government college
As per TN TRB, for experience, 2 marks per year and maximum upto 15 marks for exp,
for Ph.D. – 9 marks
PG+ SET/NET – 5 marks
Mphil + SET/NET – 6 marks,
but the total for educational qualification is 9 marks
interview – 10 marks
total marks = 15 + 9 (or 5 or 6) + 10 = 34 marks maximum

set is just a qualification like pHd, you are eligible to become an AP in arts and science college and engineering college with ur master degree with set, but holding set doesnt mean u r selected for govt job, u have to appear for job interview. they wont give u job like trb

Try applying in government or government aided colleges. Based on vacancy you might be recruited. Or Ph.d registration in any university is aslo an apt choice as Set qualified is one of the prompt eligibility to pursue further.
