AICTE Instructions to Institutes/Colleges During Lockdown 2.0

As we all are aware, our Country is going through a National Emergency that has arisen due to the outbreak of COVID-19 pandemic and hence is currently observing a lockdown till 3rd May 2020. Government of lndia, Ministry of Home Affairs vide order No.40-312020-DM-l(A) dated 15.04.2020 has issued consolidated revised guidelines on the measures to be taken by Ministries/Departments of Government of lndia and other establishments, for containment of COVID-19 in the Country.

Ensuring safety precautions during the threat posed by COVID-19, would be fundamental responsibility of all citizens of lndia, during this hour of crisis. Likewise, Heads of Institutions have the onerous responsibility of safeguarding the health and associated interests of all stakeholders of their respective colleges/ institutions. ln view of the above, the following guidelines are issued for strict compliance by all Colleges/ Institutions:

1. Payment of Fees: It has come to knowledge of AICTE, that certain standalone institutions are insisting that students should pay the fees, including admission fees, during the lockdown. lt is clarified that colleges/institutions should not insist on payment of fees till the ongoing lockdown is lifted and normalcy is restored. Further guidelines in this regard communicating the revised timelines will be issued by AICTE in due course. Accordingly, all colleges/institutions are directed to display this information on their website and also communicate the same to the students through email.

2. Payment of salary to faculty members: It has been learnt that various institutions have not paid salary to their faculty and staff members, for the duration of the lockdown. Also certain institutions have terminated the services of certain faculty/staff members. lt is clarified that salary and other dues to the faculty/staff members will be released for the duration of lockdown and also terminations, if any, made during the lockdown will be withdrawn. Hence, the same may be strictly complied with. A letter in this regard has also been issued to the respective Chief Secretaries of all States/UTs including reimbursement of fees to col leges/institutions.

3. Discouraging fake news: Various interest groups / individuals are circulating fake news on social media platforms thereby creating misinformation and rumours. Discouraging any such fake news and reporting the matter to concerned authorities would be prime responsibility of all stakeholders. lt is also advised that any information published on the official website of MHRD/UGC/AICTE only may be relied upon. Hence, these websites may be regularly perused for any updates. Similarly, for other government circulars, official websites of the concerned Ministries /Departments may be referred to.

4. Prime Minister’s Special Scholarship Scheme (PMSSS): Due to ongoing lockdown and restricted access to internet, the activities pertaining to PMSSS for the academic year 2020-2021 have been delayed. However, it is clarified that the scheme will be continued as in the past, once the lockdown is lifted. A calendar of events, laying down fresh timelines will be published in AICTE website in due course.

5. Online classes and semester examination: lt is clarified that online classes for the current semester will be continued during the extended lockdown. A revised academic calendar will be issued by UGC/AICTE subsequently. Regarding the conduct of semester examinations, it is clarified that UGC has constituted a committee for recommending the modalities of conduct of examinations, award of marks and passing criteria in examinations. Directions in this regard will be issued separately. Websites of UGC/AICTE may be perused regularly.

6. Internships: lt is clarified that some students would not be able to pursue their summer internship due to the ongoing lockdown. Hence, they are advised to pursue internships from home. ln case the same is not feasible, this requirement may be fulfilled in December 2020.

7. Sharing of internet bandwidth with other Colleges/lnstitutions: Due to the InaOitity of certain students to access internet services, colleges/ institutions are advised to allow students of other colleges/ institutions in their vicinity to access the internet facility at their colleges/ institutions. Hence, colleges/ institutions may accordingly permit students of other colleges/ institutions to share their campus internet facility. Attendance rule may be relaxed in the light of lockdown and unavailability of good bandwidth in certain rural areas.

All Colleges/lnstitutions must strictly adhere to these instructions, failing which action will be taken as per the prevailing rules.

In continuation of this Office circular under ref. (4) above, declaring holiday’s up to 14-04-2020 and incompliance of the 0.0 cited in the reference (1) of the Government of Andhra Pradesh. 1 am by direction, informing that JNTUK shall remain closed for a period of 19 days with effect from 14-04-2020. As it has already been announced holidays till 14-04-2020 in compliance to G.O. cited in Ref (2), now they are extended till 03-05-2020, to lockdown the campus and its Affiliated colleges and its Constituent colleges.

In view of the extension of holidays as cited above all the University examinations scheduled, if any, during the above period, have been postponed to a later date and the revised dates of the examinations shall be announced after 03-05-2020 and posted in the University official website. The students and the faculty are advised to access University website for the further information with regard to reopening and examination schedules of both UG and PG programmes.

The emergency services like health services, electricity, water supply, security, sanitation and other essential services will work as usual by taking necessary precautionary measures. The Principals of JNTUK Constituent Colleges and Affiliated Colleges are also informed to follow the same in strict adherence.

Lockdown Guidelines: Here’s a list of economic activities that will be allowed after April 20. లాక్ డౌన్ కు సంబంధించి కేంద్రం కొన్ని మార్గదర్శకాలను బుధవారం జారీ చేసింది. ఇందులో కొన్నింటికి మినహాయింపునిచ్చింది. ఇవి ఏప్రిల్ 20 తర్వాత అమల్లోకి వస్తాయి. అప్పటి వరకు యదావిధిగానే లాక్ డౌన్ కొనసాగుతుంది.

Lockdown Guidelines: Here’s a list of economic activities that will be allowed after April 20

The following economic activities will be permitted as they are crtitical for agricultural sector and job creation while strictly adhering to protocols in those areas where safety is paramount to contain the spread of Covid-19. These will be operationalised by state/UTs/district authorities based on compliance with existing guidelines.

Lockdown-extended-across-Indis-till-3rd-May

1. Transportation of goods will be permitted without any distinction of essential or non essential.

2.Farming operations, including procurement of agricultural products, agriculture marketing through notified Mandis and direct and decentralized marketing, manufacture, distribution and retail of fertilizers, pesticides and seeds; activities of marine and inland fisheries; animal husbandry activities, including the supply chain of milk, milk products, poultry and live-stock farming; and tea, coffee and rubber plantations are allowed to be functional.

3. To provide an impetus to the rural economy, industries operating in rural areas, including food processing industries; construction of roads, irrigation projects, buildings and industrial projects in rural areas; works under MNREGA, with priority to irrigation and water conservation works; and operation of rural Common

Manufacturing and other industrial establishments with access control have been permitted in SEZs, EoUs, industrial estates and industrial townships after implementation of SOP for social distancing. Manufacture of IT hardware and of essential goods and packaging are also allowed. Coal, mineral and oil production are permitted activities. It is expected that the industrial and manufacturing sectors will see a revival with these measures, and will create job opportunities while maintaining safety protocols and social distancing. At the same time, the important components of the financial sector, e.g., RBI, banks, ATMs, capital and debt markets as notified by SEBI and insurance companies will also remain functional, with a view to provide enough liquidity and credit support to the industrial sectors.

5. Digital economy is critical to the services sector and is important for national growth. Accordingly, e-commerce operations, operations of IT and IT enabled services, data and call centres for Government activities, and online teaching and distance learning are all permitted activities now.

6. The revised guidelines also permit all health services and the social sector to remain functional; public utilities to function without any hindrance; the supply chain of essential goods to operate without any hindrance; and, important offices of Central and State Governments and local bodies to remain open with required strength.

– పట్టణ పరిధిలో లేని అన్ని ఫుడ్ ప్రాసెసింగ్ యూనిట్లకు అనుమతి.

– మే 3 వరకు విమానాలు,రైళ్లు,బస్సులు రద్దు.

– నిర్మాణ రంగ పరిశ్రమలకు సంబంధించిన స్థానికులకు మాత్రమే అనుమతి.

– గ్రామాల్లో భవన, ఇళ్ల నిర్మాణ రంగ కార్యకాలపాలు నిర్వహించుకోవచ్చు.

– అన్ని రకాల ఈ కామర్స్ సర్వీసులకు అనుమతి.

– పబ్లిక్ లో ఖచ్చితంగా మాస్క్ లు ధరించాలి.

– హాట్ స్పాట్ కేంద్రాలలో జనసంచారం ఉండకూడదు.

– ఆరుబయట ఉమ్మి వేయడం ఇకపై చట్ట ప్రకారం నేరం. దానికి జరిమానా విధింపు.

– హాళ్లు, మాల్స్, షాపింగ్ కాంప్లెక్సులు, జిమ్‌లు, స్పోర్ట్స్ కాంప్లెక్సులు, స్విమ్మింగ్ పూల్స్, బార్లు మే 3 వరకు తెరవకూడదు.

– రాష్ట్రాల మధ్య, అలాగే జిల్లాల మధ్య ప్రజల ప్రయాణాలు, రాకపోకలపై మే 3 వరకు నిషేధం.

– సామాజిక, రాజకీయ, క్రీడా, మతపరమైన కార్యక్రమాలు, వేడుకలు, ఫంక్షన్లు నిర్వహించకూడదు.

– అన్ని ప్రార్థనా స్థలాలూ, దేవాలయాలు బంద్.

– విద్యాసంస్థలు, ట్రైనింగ్, కోచింగ్ కేంద్రాలు తెరవకూడదు.

– అంత్యక్రియల కార్యక్రమాల్లో 20 మందికి మించి పాల్గొనకూడదు.

– ఆస్పత్రులు, నర్సింగ్ హోమ్స్, క్లినిక్స్, టెలిమెడిసిన్ సర్వీసులు రోజూ పనిచేస్తాయి.

– డిస్పెన్సరీస్, కెమిస్ట్స్, ఫార్మసీస్, అన్ని రకాల మందుల షాపులు, జన ఔషధి కేంద్రాలు తెరిచే ఉంటాయి.

– మెడికల్ ల్యాబ్స్, వైద్య ఉత్పత్తుల కలెక్షన్ కేంద్రాలు తెరిచే ఉంచవచ్చు.

– ఉపాధి హామీ పనులకు అనుమతి. ఉపాధి హామీ కూలీలు భౌతిక దూరం పాటిస్తూ మాస్కులు ధరించి పని చేయాలి.

– గ్రామీణ ప్రాంతాల్లో రోడ్లు,సాగునీటి,తాగునీటి ప్రాజెక్టులకు అనుమతి.

– లిక్కర్,గుట్కా,పొగాకు ఉత్పత్తుల పై నిషేధం.

– ఎంట్రీ,ఎగ్జిట్ ప్రాంతాలలో శానిటైజేషన్ తప్పనిసరి.

– కార్యాలయాల్లో ఒకరికొకరికి మధ్య 6 అడుగుల దూరం ఉండాలి.

అన్ని రాష్ట్రాలు, కేంద్రపాలిత ప్రాంతాలూ లాక్‌డౌన్ నిబంధనల్ని కఠినంగా అమలు చెయ్యాలని కేంద్రం ఆదేశించింది. అవసరమైతే రాష్ట్రాలు స్థానికంగా అవసరాన్ని బట్టీ ఇంకా కఠినమైన చర్యలు తీసుకోవచ్చని కేంద్రం తన మార్గదర్శకాల్లో తెలిపింది.

Sub: JNTUA, Ananthapuramu – Containment, Control and Prevention of COVID-I9- Closure of all Educational Institutions and Hostels -Regarding.

In continuation of this Office circular cited as reference( I) above , wherein it was directed to close all the Affiliated Colleges and Constituent Colleges of JNTUA till 14.04.2020, I am by direction, hereby inform that JNTUA shall remain closed till 03.05.2020 due to the extension of the lockdown period by the Government up to 03.05.2020. All the Affiliated Colleges as well as the Constituent Units of JNTUA shall remain closed till 03.05.2020 as per the Government Orders.

In view of the extension of lockdown as cited above, all the university examinations scheduled, if any, during the above period, are postponed to a later date and the revised dates of the examinations shall be announced after 03-05-2020. The details will be posted in the university official website. The students and the faculty are advised to access university website for further information with regard to reopening and examination schedules of both UG and PG.

In this connection, for the benefit of the students, The Principals of JNTUA Constituent Colleges and Affiliated Colleges are requested to instruct their faculty members to prepare and supply the lecture material for the leftover syllabus in the form of e-content like video lectures or Power Point Presentations etc. The e-mails and WhatsApp groups as well as the College web sites can be effectively used for this purpose.

The Principals and the Management are advised to make necessary arrangements so as to complete the syllabi through on-line lectures with necessary attendance as per norms. The proof of attendance of students and lecture details should be made available in the respective intuitions for verification, in future by University authorities.

The Principals shall also make necessary arrangements to complete the on-going Projects of the Final year B.Tech./B.Phann. and PG students through “work from home” during this lockdown period, in consultation with their respective Project Guides/Supervisors through online and get ready with the soft copy of the Project/Thesis.

Further, the faculty and the Students may be advised to make use of e-resources, online/digital platforms of UGC, AICTE and other sources. The Faculty may also be advised to register for online Faculty Development Programs. The University administration will review the situation on 03.05.2020 and update the further action to be taken and will upload the revised schedules of Academic calendars as well as the Examinations in the University Web Portal.

All the Principals of the Affiliated/Constituent Colleges are requested to follow the above directions and send a compliance report. Further, the Principals. the Faculty and the Students are informed to stay safe and strictly follow lockdown protocols issued by the Government from time to time.

In continuation of the University letters cited above, it is to inform you that as per the instruction of the Government, the University has been observing the lockdown for all the Constituent and Affiliated (Autonomous and Non-Autonomous) Colleges and classes have been suspended in the college premises till 30th April, 2020 to stop the spreading of COVID-19 pandemic.

The Honourable Governor of Telangana State and the Chancellor of the University, Dr.Tamilisai Soundararajan has also conducted a Video Conference with all the Registrars of Telangana Universities on 06.04.2020 to explore the possibility of conducting online classes so that there is no dent on academic activity because of COVID -19 pandemic.

In view of this, the University issued Lr. Nos. DAPO/CORRES/2020, dated 07.04.2020 and 10.04.2020, regarding effective utilization of time by the students in learning activities during lockdown period and the teachers shall handle the online classes and help them to complete the syllabi.

In this regards, all the Principals/ Directors of Constituent and Affiliated (Autonomous and Non-Autonomous) Colleges/ Units are requested to continue and complete the remaining syllabus by the end of this month (i.e., 30.04.2020) for the present academic year through online classes and share the links of relevant teaching learning resources available in various digital platforms such as SWAYAM online courses, MOOCs, ePG Pathshala, SWAYAMPRABHA, YouTube, Whatsapp etc., to the students during the lockdown period. Further, All the Principals/ Directors are requested to send a report as per the Annexure once in three days to bnb@jntuh.ac.in on the action taken by Colleges/ Units.

The following methods are suggested to engage students in teaching and learning activities:

1. E-mail groups: The faculty can share reading materials, Power Point Presentations (PPTs) through e-mail group IDs.

2. Video Lectures: The faculty can record their lectures and share it through Google drive, e-mail and Whatsapp or upload in the website.

3. Skype: The faculty can delivered their lectures through skype

4. ZOOM, jitsi meet: Theses are freely downloadable and lectures can be delivered through PPTs and handouts

5. MOOCs available in NPTEL and SWAYAM Platforms: The faculty can identify the teaching materials from the above sources and recommend to the students or

6. Any other means and ways with which faculty can reach out the students in handling online classes and assignments/projects.

All CET exams including EAMCET postponed in Telangana

Due to extension of Lockdown by the government, the last date for payment of Fee and submission of online Applications for ALL the CETS 2020 without late fee is extended upto 05-05-2020. All CETS stand postponed. Next dates will be announced later.

The Telangana State Council of Higher Education (TSCHE) has announced that all the Common Entrance Tests (CET) in the state that are scheduled in May including EAMCET have been postponed.

TSCHE chairman Papireddy in an announcement said that the revised dates for all the exams will be declared soon. He also said that the registration for all these exams has been extended to May 5. So, the candidates who are planning to apply for CET exams can register themselves online till May 5.

All AP Entrance Exams has been Postponed (EAMCET, ECET, ICET): Andhra Pradesh Higher Education Council Chairman K Hemachandra Reddy has expressed that the AP EAMCET examination will be held after the JEE Entrance test. Due to COVID emergency, the AP EAMCET examination, which is scheduled to be held on 20th April has been postponed to a later date. The EAMCET Exam date will be announced soon. While the APSCHE has said that the EAMCET examination will be conducted after the JEE Main entrance examination.

The AP EAMCET examination is expected to be conducted in 2nd and 3rd week in May.

The AP State Higher Education Council has informed that, the application date for all CET examinations will be extended till 17th April.  

This year, the APSCHE received 60 thousand less applications for EAMCET examination than last year. In view of this, the organization is planning to extend the last date of application.

In the lieu of COVID Lockdown, all the entrance examinations to be postponed to May. While the APSCHE Officer Dr. M. Sudhakar Reddy has made an announcement on Thursday mentioning that the new entrance test exam dates will be announced only after the lockdown period is completed.

The decision is announced after a Special State Cabinet meeting held at Pragathi Bhavan at 3 PM.

తెలంగాణలో లాక్ డౌన్ పొడిగిస్తున్నట్టు సీఎం కేసీఆర్ ప్రకటించారు. ఏప్రిల్ 30 వరకు లాక్ డౌన్ కొనసాగిస్తున్నామని కేబినెట్ భేటీ అనంతరం నిర్ణయించామని తెలిపారు. ప్రజల క్షేమం కోసమే ఈ రకమైన నిర్ణయం తీసుకున్నామని సీఎం కేసీఆర్ తెలిపారు. పరిస్థితులు అనుకూలిస్తే ఏప్రిల్ 30 తరువాత దశలవారీగా లాక్‌ డౌన్‌ను ఎత్తేస్తామని ఆయన తెలిపారు. తెలంగాణ కేబినెట్ సమావేశం అనంతరం ఈ నిర్ణయం తీసుకున్నామని కేసీఆర్ వెల్లడించారు. నేడు ప్రధాని నరేంద్రమోదీతో జరిగిన సమావేశంలో చాలా రాష్ట్రాల ముఖ్యమంత్రులు లాక్ డౌన్ పొడిగించాలని చెప్పారని కేసీఆర్ అన్నారు. ఒకరిద్దరు ముఖ్యమంత్రులు లాక్ డౌన్ విషయంలో కొన్ని మినహాయింపులు ఇవ్వాలని కోరారని వ్యాఖ్యానించారు.

రాష్ట్రంలో పరీక్షలు జరగలేదనే ఆందోళన విద్యార్థుల తల్లిదండ్రుల్లో ఉందన్న కేసీఆర్… ఒకటి నుంచి 9వ తరగతి విద్యార్థులందరినీ ఎగువ తరగతులకు ప్రమోట్ చేస్తున్నట్టు తెలిపారు. ఈ విషయంలో ఎవరూ ఆందోళన చెందాల్సిన పని లేదని కేసీఆర్ అన్నారు. రాష్ట్రంలోని రైతాంగానికి ఏప్రిల్ 15 వరకు సాగునీరు అందిస్తామని ఆయన స్పష్టం చేశారు. ఈ విషయంలో రైతులెవరూ ఆందోళన చెందాల్సిన పనిలేదని అన్నారు.
